
Business Analyst M/F (Grade AD 5)
Job Description
The Business Analyst will work in the Information Systems Directorate which is engaged in the execution of several large software projects that target the delivery of specialised software applications serving a large number of internal and external users. At the moment these applications cover in particular the IT support to the processes which implement the REACH legislation. Some software applications are provided also to the chemical industry to prepare their submission under REACH and to subsequently submit them to ECHA. It is foreseen that similar IT support will be prepared for new legislations entering into force in the coming years. The Business Analyst will be involved in preparation of new software applications and in enhancing the existing ones.
The Business Analyst ensures that business requirements are correctly represented, adequate specifications are communicated to the development team, and that the development team correctly understands and performs the technical work in a manner that is aligned with both ECHA’s business needs and ICT best practice and strategy.
ECHA’s custom software projects are meant to be developed and maintained off-site by external contractors. The Business Analyst will therefore interface with a contractor’s teams and on occasions performs duties in European locations outside Finland.
Reporting to Team Leaders or Project Managers within the Unit, the Business Analyst will be responsible for the following tasks:
- Work in close collaboration with business users to prepare, review and proactively provide feedback on business requirements, specifications and business processes;
- Act as primary liaison between user community (technical and scientific personnel) of the operational units and IT (in-house development teams or third party contractors) regarding software functionality, throughout the development lifecycle;
- Proactively highlight to ECHA business teams the implications and constraints that the technical solution has on the business requirements;
- Ensure that the requirements are documented in a standard, detailed and sufficiently unambiguous manner, so that they could be sent to an off-site technical analyst, for further elaboration prior to programming;
- Assist ECHA business teams in maintaining and managing the requirements repository. This includes ensuring the requirements are documented in a standard way that they are coherent and sufficiently unambiguous, so that they can be efficiently understood by an off-site vendor development team;
- Share knowledge with other parties in the software process, either face to face, or via remote collaboration methods;
- Follow the details of system deficiencies and the associated resolutions proposed by the development teams. Propose alternative solutions when appropriate;
- Analyse and review functional and technical artefacts delivered by a contractor including architecture, designs, code, and database schemas;
- Contribute to the preparation of calls for tender for requests for technical services;
- Validate that proposed software solutions are in compliance with the software and technical architecture of ECHA core systems;
- Perform other tasks related to the job.

Qualifications
a) Successful completion of a full course of university studies attested by degree in Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology, where the normal duration of university education is four (4) years or more;
or,
b) Successful completion of a full course of university studies attested by degree in Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology, where the normal duration of university education is three (3) years, and at least one (1) year of relevant professional experience.
Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognized as equivalent by the relevant EU or EEA Member State authorities will be accepted.
