Business Information Specialist for the Digitalisation of Budget Processes (m/f/d)

We are looking for you:

The Kosovo Ministry of Finance is looking for your expertise for process optimisation and digitalisation in its Budget Department. The Budget Department is responsible for drawing up and implementing annual budget plans and medium-term expenditure plans. It also coordinates the budget preparation of line ministries and the implementation of government investment plans. Kosovo’s Government has set itself the goal of significantly increasing transparency and accountability in budget processes. To this end, the Ministry of Finance plans to introduce suitable IT tools, improve process workflows and develop proposals for improving efficiency in budget processes. The intention is to align processes with EU standards. This is a new topic for Kosovo.

Your tasks will involve:

  • Analysing current budget processes, including the databases used for this
  • Identifying and implementing training requirements for employees involved in budget processes
  • Developing a project to update the IT systems used for budgeting

Your profile:

  • University-level degree in business informatics, economics, finance or administrative sciences, or another relevant qualification in the field
  • Extensive experience in budgeting in the field of public administration
  • Extensive experience in designing and administering business processes, ideally in the field of public administration
  • Ideally, experience in the region
  • Fluent business English
