Job Description

Internews is seeking candidates for the full-time position of Finance Officer based in Vilnius, Lithuania. The preferred start date is October 1, 2019, for a contract duration of 19 months (fixed-term contract until April 30, 2021).

 

About the position: Internews is launching regional media support projects in the Baltics and other eastern European countries focused on supporting independent media and media literacy. Reporting to the Finance Manager, the Finance Officer will serve as a key member of the finance and admin team by applying his/her financial and accounting expertise to support a program’s portfolio, as well as ensuring that projects’ budgets are being successfully completed  in compliance with Internews’ internal policies and funder requirements. The Finance Officer will act as a point of contact for finance-related questions, activities, and tasks in the field office.

 

Core Functions/Responsibilities

  • Monitors program accounting and documentation to ensure compliance with funder requirements and Internews’ policies and procedures;
  • Monitors program expenditures against budget, forecasting for planned expenditures throughout the project lifecycle and assists Finance Manager with project projections/forecasting on an as-needed basis;
  • Responsible for timely and accurate accounting entries including accounts payable, petty cash, vacation accruals and general accounting entries; upon request will process payments;
  • Acts as a cashier, prepares/reviews wire transfer requests, prepares/reviews and controls Expense Reimbursement Forms;
  • Fully performs local accounting duties in compliance with Lithuanian legislation, prepares and submits Local Tax Declarations;
  • Communicates with Headquarters regarding Financial and/or Accounting issues and acts as Finance point of contact in Field Office, providing mentoring and assistance as needed;
  • Assists Finance Manager with month and year end activities, preparation of Local Annual Financial Reports, actively participates in Annual Audit;
  • Investigates Taxation systems in different countries and suggests optimal approach to consultants;
  • Substitutes Finance Manager when needed: performs Field Office cash forecast for the month, processes payments, processes Field Office payroll;
  • Understands, demonstrates commitment, and upholds Internews’ Core Values;
  • Other duties as assigned.

Requirements

  • 2+ years accounting experience in a senior position;
  • Fluency in English and Lithuanian, ability to communicate in Russian;
  • Knowledge of Lithuanian tax and accounting legislation;
  • Knowledge of IFRS;
  • Proven ability to work both independently and as an effective team member;
  • Proven ability to prioritize and handle multiple on-going assignments;
  • Intermediate expertise in Microsoft Office, particularly Excel;
  • Excellent organizational skills;
  • Proven ability to set priorities and manage time effectively;
  • Proven analytical and problem-solving ability;
  • Relevant university/college degree.

 

Preferred Experience

  • Experience with nonprofit accounting, especially US Government grants;
  • Experience of working with remote teams;
  • Experience with Rivile accounting software;
  • Familiarity with US GAAP.
