Job Description

Purpose of the post
The Information Management and Technology Department (IMT) is
responsible for developing, delivering and maintaining information
management and communication technology capabilities that ensure
enhanced criminal information exchange between Member States.

The First Officer Change and Release Management is part of the IT Service
Management function within the IMT Infrastructure and Operations Unit.
He/she ensures that standardised methods and procedures are used for the
efficient and prompt handling of all change requests to operational IT
infrastructure and systems, and for the successful deployment into the
production environment of new releases of ICT products and services.

Tasks and Responsibilities

The First Officer Change and Release Management reports to the IMT1
Service Manager and liaises with all ICT and business stakeholders of
requested changes and new releases.
The successful applicant will:

Define and evolve the ICT change management and release
management processes and take up overall responsibility for
facilitating and coordinating the end to end execution of the

Communicate with and educate all relevant staff and stakeholders
on the change management and release management processes.

Facilitate the definition, implementation and operational
maintenance of tools supporting the change and release
management processes, and specific features or adaptations to
other management tools supporting the integration of change and
release management tasks and activities with other IT management

Ensure that the change management process is run, taking into
account the relevant strategic directives and that impact
assessment is complete and accurate, involving all stakeholders.

Maintain a forward-looking pipeline of expected changes and
releases, proactively addressing schedule conflicts and

Develop strong working relationships with managers of various

Your profile


The post holder must have:

be a national of one of the Members States of the European
Union and enjoy full rights as citizen

have a good knowledge of at least two official EU languages,
including excellent English oral and writing skills;

have good organisational and analytical skills;

have a high sense of professionalism;

have completed a university degree or equivalent.

The post holder should have:

a. Professional experience:


a minimum of 10 years experience within an IT Support, IT
Operations, or IT Service Management organization;

a minimum of 3 years of experience in a change management
role in a IT organization, of which at least 1 year in a driving

good knowledge and experience with ITIL compliant change and
release management procedures, and related documentation


at least one ITIL certification from an accredited institute;

working experience in a multi-disciplinary, multi-cultural, and
international environment.

b. Professional knowledge:


good knowledge of process design and deployment, preferably
based on ITIL;

good knowledge of ITIL Service Support and Service Delivery.


he/she must be capable of effectively establishing and
coordinating cross-functional teams drawn from varied skill sets,
and be able to influence and motivate participants, and help the
group develop common working practices;

knowledge of project management techniques and methods,
strong organization, leadership, management, facilitation, and
communications skills;

experience working within a process-driven or matrix-managed
IT organization. Knowledge of IT process frameworks and
supporting roles and tools, especially related to change and
release management;

broad knowledge of the main IT infrastructure components in a
complex environment.

c. Professional skills and competencies:


demonstrated customer focus; understanding of infrastructure
concepts and technology and their impact on clients and
services related to the business;

demonstrated insight, tact, political acumen, and diplomacy
skills sufficient to foster effective relations and build consensus
within IMT and with diverse groups;

excellent communication, documentation, and presentation skills,
including the ability to communicate and listen effectively within
all levels of the organization, including executive management
and key client stakeholders;

be able to formulate a long term view of change and release


d. Project management skills:

the ability to analyze complex or highly variable issues,
formulating a plan of action, and directing or facilitating a group,
including technical experts, in carrying out that plan.

Company offers


Scale: 6

The basic salary is EUR 5,736.61 (tax deduction within Europol is
approximately 15 – 20 %)

In addition, when relevant, family allowances can be granted:

5% of the basic salary – household allowance;

EUR 284,20 (net) - per dependant child;

EUR 926,77 (net) – expatriation allowance

Additional benefits (annual trip home, education, rent and other
allowances, excellent health insurance, etc.)
Social contributions and taxes have to be deducted from the above
mentioned amount.
