Job Description

Reporting to: Head of the Directorate Support Unit and Corporate Governance Secretariat

Purpose of the post - The Directorate Support Unit is responsible for the overall coordination of
governance matters across the organisation, including:

  • Strategic planning and evaluation such as the Europol Work Programme, the Five Year Business Plan and the Evaluation Report for the organisation;
  • Handling of the meetings of the Heads of Europol National Units (HENUs) and content related input and follow–up regarding the Europol Management Board and the Police Chiefs Task Force
  • External partnership in general and the relations with concerned EU entities;
  • Strategic document management;
  • Quality Management;
  • Support as a secretariat the Director, the Head of the Corporate Governance Department (Deputy Director) and the Assistant Director Corporate Governance Department.
Under the authority of the Head of the Directorate Support Unit and the Corporate Governance Secretariat, the First Officer to be recruited will be in particular responsible for developing and introducing business process based Quality Management throughout the organisation.

As process owner for Quality Management in the organisation the successful applicant will have to:

  • Define a Quality Management system;
  • Establish standards for business process based Quality Management, measure as well as monitor their implementation and instigate their improvement (planning, auditing etc.);
  • Prepare the related planning (objectives) as well as the reporting mechanism on quality trends and achievements (in liaison with the Directorate of Europol);
  • Develop and implement quality control procedures (including their methodology);
  • Steer and participate in quality audits and business process reviews and assessments (overall assurance);
  • Guide resources engaged in Quality Management across the organisation;
  • Ensure the related information and communication.


General requirements (Article 24 of the Europol Staff Regulations)

  • Be a national of one of the Members States of the European Union and enjoy full rights as the citizen;
  • Produce evidence of a thorough knowledge of at least two official languages of the European Union including English;
  • Possess an academic degree in Business Administration or equivalent.

Specific skills and competencies required for the post:

a. Professional experience:

-Minimum 5 years of relevant professional work experience, including a minimum of 3 years of experience in projects on Quality Management, quality assurance and business process management (analysis, definition, organisationwide implementation and improvement);
-Experience in transforming quality guidelines of senior management into business practice;
-Experience with report writing and dissemination of findings.


-Experience with process management support software such as Casewise or a similar application;
-Experience in training staff on change management and quality improvement;
-Experience in Quality Management in the public sector or in a non-profit setting;
-Experience in managing a wide range of projects across various business-settings.

b. Professional knowledge and qualifications:

-Thorough knowledge of computer office applications, in particular Microsoft Office (including Microsoft Project and Microsoft Visio);


-A professional certified qualification in the area of Quality Management would be an asset.

c. Professional skills and competencies:
-Possess highly developed negotiation skills as well as the ability to deal with sensitive issues;
-Have excellent organisational skills to manage work under heavy workload and time pressure (stress resilience);
-Be able to quickly analyze and summarize (orally and in writing) complex issues in order to brief senior management and prepare decision-making at Directorate level;
-Be a proactive implementer of change;
-Be a strong promoter of quality matters;
-Be able to function both as an independent professional and as a member of a team;
-Show a high level of initiative and creativity;
-Be capable of co-operating with other colleagues from different cultural backgrounds while displaying a high degree of integrity at all times.

Company offers

Scale: 6
The basic salary is EUR 5.736,61 (tax deduction within Europol is approximately 8-10%)

In addition, when relevant, family allowances can be granted:

  • 5% of the basic salary – household allowance;
  • EUR 284,20 (net) -per dependant child;
  • EUR 926,77 (net) – expatriation allowance
Additional benefits (annual trip home, education, rent and other allowances, excellent health insurance, etc.)

Social contributions and taxes have to be deducted from the above mentioned amount.
