Job Description

Purpose of the post:

The selected candidate will work in a team of enterprise architects, each one relatively focused in the specific architecture domain area for which they are most competent, but all closely cooperating as a team under the direction of the Head of Unit.
3.3. Main tasks and responsibilities
Within its domain of competence, and working as part of the Architecture team, the Business Architect will be responsible for the following general tasks:

  • Produce, maintain, update, disseminate, and expand the set of architecture baseline documentation;
  • Take up quality assurance roles on IT development projects;
  • Assist the business units of Europol in the early stages of the elaboration of new initiatives requiring IT solutions, helping in the development of the business case and of the solution concept;
  • Monitor and/or participate to selected EU, law enforcement, or other relevant forums, and sponsor internal adoption of business models, interfaces and standards;
  • Take up solution design roles in IT development projects.
With relation to its specific area of competence, the Business Architect will:
  • Interact with Europol business units in order to understand and document the business strategy and context, business goals and capabilities, and business requirements, as well as regulatory constraints and other relevant functional requirements;
  • Analyze and interpret business requirements to derive the optimal business architecture of a given business domain, in terms of business processes, functions, and roles, positioning the specific contribution of ICT solutions to support the business processes, and identifying Key Business Performance Indicators;
  • Identify and specify the relationships and the integration points between business processes and roles and functional application component blocks;
  • Analyze existing business processes, identifying needs for improvement and proposing innovative ways of using ICT solutions in order to meet those needs;
  • Identify and analyze the impact on business processes and roles of ICT initiatives and projects;
  • Assist and guide project teams in the mapping of the business requirements into concrete application and technical architectures;
  • Drive the process for determining the optimal business approach and assist in the selection of technical solutions best aligned with business needs.


Requirements

General requirements

  • Be a national of one of the Member States of the European Union;
  • Ten years or more relevant IT experience, of which at least 5 in relevant Enterprise Architecture roles;
  • University degree in Business Administration, Economics, Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology;
  • Sound knowledge (oral and written) of at least two EU official languages, including English; the knowledge of an Eastern EU language would also be taken into consideration as an extra personal skill;
  • Good PC skills with professional competence on the Microsoft Office product suite, including MS Word, MS Excel, MS PowerPoint, MS Visio, and MS Project;
  • Work experience in a complex public sector environment or at least in a highly regulated environment with an articulated governance model would be an advantage.

Specific Skills and Competencies Required
  • Enterprise architecture experience
The ideal candidate has substantial experience in the processes and methods of an established enterprise architecture function, involved in architecture definition, specification, change management, and in providing architecture supervision and support to IT delivery projects. Experience was gained in a large organisation, preferably multi-national.
  • Standard architecture frameworks
The ideal candidate is knowledgeable of recognised enterprise architecture frameworks (such as the Zachman Architecture Framework or The Open Group Architecture Framework).
  • General Architecture Modelling skills
The ideal candidate has developed relevant and outstanding skills in the conceptualisation, modelling, and visualisation of architecture models and designs, and can create multiple views of a single architecture model to fit different communication purposes meant for different audiences.
  • Business Process modelling
The ideal candidate must have significant experience in the analysis and design of business processes and in the alignment of innovative ICT solutions to business needs.
  • Domain areas expertise
The ideal candidate must have relevant knowledge and experience in applying to concrete business needs the concepts, methods, technology, and representative products in the following domain areas:
o Collaboration and knowledge management
o Electronic messaging systems
o Workflow technologies
o Information Life-cycle Management
o Business Intelligence and information analysis
o Data and voice communication technologies
o Identity and Access Management
o IT Service Management processes – ITIL Framework

Knowledge and experience in the following domains will be regarded as a plus:
o Criminal forensics
o Marketing and customer relationship management
o Communication and training
o ERP applications

It will be considered very positive, though not a strict pre-requisite, for the candidate to have knowledge and experience in business processes specific to the Law Enforcement and Criminal Justice areas.
  • Information security:
The ideal candidate must be able to recognize and address security, confidentiality and data protection requirements by applying sound information security approaches and solutions in architecting systems

  • Logical, structured and systematic thinking;
  • Ability to express ideas in clear and concise language;
  • Creative and analytical problem solving skills;
  • Project management experience;
  • Work experience in a complex public sector environment, or at least in a highly regulated environment with an articulated governance model, would be an advantage;

  • Ability to organise, plan and implement work assignments, for own work and for team’s work, manage competing demands and work under pressure of tight deadlines;
  • Strong interpersonal skills and ability to establish and maintain effective working relations with co-workers in a multi-cultural and multi-national work environment.


Company offers

Salary
scale 6 or 5
The basic salary is EUR 5.736,61 – 6.696,23 (tax deduction within Europol is approx. 8-10%)
In addition, when relevant, family allowances can be granted:

  • 5% of the basic salary – household allowance;
  • EUR 284,20 (Net) - per dependant child;
  • EUR 926,77 (Net) – expatriation allowance
  • Additional benefits (annual trip home, education, rent and other allowances, excellent health insurance, etc).
Social contributions and taxes have to be deducted from the above mentioned amounts.

The Information Management and Technology Department

The Information Management and Technology Department (IMT) is responsible for developing information management and communication policy. Its role is to deliver a clear strategy for ensuring criminal information and intelligence exchange between Member States.
The main task of the Department is to implement and maintain information systems to facilitate collecting and exchanging information and intelligence according to the EUROPOL Convention.
The IMT consists of seven units, each with specific competencies and responsibilities.

Information about the ICT Architecture and Processes Unit
In order to continuously ensure that the development of the Europol information systems is aligned with the business strategy and with the applicable legal framework, and that it follows an integrated approach in adherence to good industry practice, the IMT Department is in the process of establishing an architecture function, located in the IMT2 Unit – Architecture and Processes – covering the business, application, and technical architecture layers. It is in this context that Europol is advertising the vacancy for the post of Network and Infrastructure Architect.
