Job Description

The general mission of the Administration Division is to give all necessary support and assistance to operational units and other units of Frontex to allow them the smoothest and uninterrupted functioning. Legal Affairs Unit is providing advice and support to the management as well as to the Units of Frontex on Community law in general, and in particular, in the following areas:
external borders
personal data protection
staff regulations
financial regulations
represents Frontex in legal proceedings


Reporting to the Director of Administration Division, the Head of Legal Affairs Unit will be responsible for:
advising and assisting the ED and DED in legal matters;
advising and assisting Frontex Units/Sectors as regards legal matters;
following-up and assessing the legislative developments on Community and EU level in view of the Integrated Border management of the EU, particularly developments having effect on Frontex;
monitoring and assessing legislative developments in the member states and the Schengen Associated countries in view of the development of the EU`s system on Integrated Border management;
following up the legislative development in third countries in view of border cooperation and border security matters;
participating in negotiations on Frontex international cooperation agreements;
preparing the position of Frontex and representing Frontex in legal proceedings where necessary;
representing Frontex at meetings concerning or related to Frontex legal framework;
assisting in legal matters arising in connection with Frontex relations with European institutions, EU members states, third countries, international organizations;
assisting in other institutional and administrative matters, such as Frontex public disclosure policy, staff regulations, procurement matters and financial regulations etc.;
ensuring legal advice on data protection, confidentiality, public access to documents, contracts and issues related to privileges and immunities;
ensuring the long-term development by creating a strategy for the Unit in respect of staff, role and responsibilities;
implementing Unit’s work objectives in alignment with the Frontex mission and Multi-annual plan;
developing and implementing Legal Affairs Unit budget as well as ensuring efficient use of resources;
leading and managing integrated teamwork in the area of responsibility assigned to the Unit;
developing of competences and skills of the Unit’s staff and ensuring assessment of their performance.
