HR Data Analyst in Directorate 4.3.3 (Compensation and Benefits)
The European Patent Office (EPO) is the second largest public institution in Europe, with 7 000 staff members and a self-financed annual budget of EUR 2bn. Department 4.3.3.1 (Remuneration and Social Security Systems) is part of the Compensation and Benefits directorate (D 4.3.3) and deals with the financial, actuarial and contractual aspects of the EPO's social security systems, the EPO's pay policy and the production and analysis of HR statistics and reporting. We are looking for a motivated candidate who will be responsible for co-ordinating, optimising and rationalising HR-related statistics for both internal use and external communication. The selected candidate will take the lead in preparing and co-ordinating HR-related statistical reports and management dashboards. He or she will also proactively implement rationalisation and optimisation measures in relation to data requests and workflows, and manage and co-ordinate reports and analyses produced in the department. We also expect the selected candidate to provide comprehensive statistics (carrying out data queries, producing statistics and performing data analysis) to support senior management or statutory committees in their decision-making, as well as tailor-made analyses for specific projects. Main duties - Co-ordinating analysis projects and activities with internal business partners across the EPO - Managing and co-ordinating reports, analyses and surveys developed in the department - Setting priorities and rationalising statistical requests from internal and external stakeholders - Providing expertise to optimise data workflows and deal with various technical requirements - Developing and monitoring the generation and validation of complex, non-standard, office-wide HR statistics - Co-ordinating multiple requests from different stakeholders/committees - Analysing data from various EPO programmes and HR projects - Translating incoming information requirements into effective analysis and communication for senior management - Establishing/developing publication-quality management dashboards, statistical reports and data visualisation (e.g. the annual Social Report, sickness statistics) - Analysing specific topics on request, particularly from senior management - Analysing data and interpreting results in response to management requests for information - Managing data exchange between internal and external parties - Performing financial and statistical simulations and projections The ideal candidate will have - prior experience in project management and a proven track record in data process optimisation - a well-organised, systematic and results-oriented approach, with the ability to prioritise and to work to tight deadlines - experience of co-ordinating projects with functional specialists and IT experts - good communication skills and a team-based approach, combined with the ability to work independently - the ability to think analytically and be process-minded - a working knowledge of descriptive and inferential statistics - very good knowledge of data analysis and reporting software, for example SAS Enterprise Guide and Tableau, or the willingness to be trained in it - excellent knowledge of office automation tools, especially spreadsheet calculation - basic programming skills (e.g. Visual Basic for Applications) would be an advantage - knowledge of SAP-HR (FIPS) would be an advantage - very good data visualisation and report design skills - the ability to communicate analysis results effectively - the ability to translate analysis and reporting requirements into effective and streamlined reporting solutions Minimum qualifications - Diploma of completed university studies at master's level or - in exceptional cases - equivalent professional experience. - Excellent knowledge of one official language (English, French or German) and ability to understand the other two. In exceptional cases, excellent knowledge of one official language and ability to understand another. In such cases, a fixed-term contract under Article 1(3) of the conditions of employment for contract staff would be offered. - Citizenship of one of the member states of the European Patent Organisation. Salary and benefits - The EPO offers competitive salaries, an excellent social package, and varied work in a modern international environment. The net (basic) monthly salary* for this vacancy ranges from EUR 5 521.05 to 7 818.81, depending on experience. In addition, depending on their personal circumstances, EPO staff may be entitled to relocation benefits and various allowances (e.g. household, dependants', childcare, education, expatriation, installation, rent and language allowance).
