Job Description

Purpose of the post:

- The new Second Officer will contribute to the daily work of the Data Protection and Confidentiality Unit.
- The post holder will be expected to work in data protection and confidentiality matters. At the same time, depending on organisational needs and priorities, the post holder is expected to also work in any other area or responsibility of the Unit, as and when assigned by the Head of Unit.

Tasks and Responsibilities:
The successful applicant will have to carry out the following main duties:

- Contribute to the daily work of the Data Protection and Confidentiality Unit in providing advice and guidance on the legal requirements related to data processing and data protection across the organisation,
- Support the Data Protection Officer in the liaison with the Joint Supervisory Body and co-ordination of JSB visits and meetings,
- Give advice and guidance on the handling of protectively marked information in accordance with the Europol confidentiality regime,
- Participate in the preparation of Security Committee meetings,
- Contribute to the dissemination of good practice, guidelines and information relating to the protection and proper handling of information,
- Assist in the preparation of policy papers or reports as required in the relevant fields of competence,
- Undertake audit reviews related to processing of Europol information,
- Assist to the development and promoting of strategies for the protection of Europol information,
provide training and briefing to persons entrusted with Europol information.


General requirements:

- Be a national of one of the Member States of the European Union and enjoy full rights as a citizen,
- Have an excellent oral and written command of at least two official languages of the European Union, including English,
- Possess a Master Degree in Law,
- Have no objection to a security screening procedure being conducted by the competent authorities of the member state of which s/he is a national. Possession of a security clearance to the highest level will be an advantage.

Professional experience:

- Have a minimum of 3 years of working experience relevant to the post.


- U institution or in an institution in one of the Member States in the area of confidentiality and data protection.

Professional knowledge:
Essential relevant knowledge:

- Dealing with confidentiality and data protection related matters, both at strategic and practical levels;
- Policy drafting and implementation of legally binding regulations;
- Laws and regulations on confidentiality and data protection issues in an international environment.

Technical skills and competencies:

- Be familiar with office automation techniques and products in general and Microsoft Office applications in particular.

Social skills and competencies:

- Have good oral and written communication skills,
- Good organisational skills,
- Have very good interpersonal skills sufficient to establish and maintain effective working relationships,
- Display a high level of flexibility and resistance to stress,
- Have analytical capacity to quickly explore and summarise complex issues,
- Have ability to predict the effects of complex problems and issues in order to take appropriate action.

Company offers


- The basic salary is EUR 4 782,03

(tax deductions and social contributions within Europol amount to
approximately 10-15%)
In addition, when relevant, family allowances can be granted:

5% of the basic salary – household allowance;

EUR 284.20 (net) - per dependant child;

EUR 617,83 (net) – expatriation allowance

- Additional benefits (annual trip home, education allowance, rent and other
allowances, excellent health insurance, etc.)
