1 ORGANISATION
Reports to:
· Hierarchically to the Manager Contracting Division
· Operationally to Project Manager (pre-award, Home Office location) and
· Construction Manager (post award, Worksite location)
Directs:
· Contracts Engineers (all grades), Contracts Administrator, Contracts Secretary
2 PURPOSE OF THE JOB
To facilitate the use of Technical Data produced by JACOBS in performance of
Construction activities by the award of Contracts and their subsequent management
up to completion of the Contracted work.
3 PRINCIPAL DUTIES
3.1 GENERAL
· To participate in Jacobs’ proposal efforts by obtaining detailed information from
Contractors, pertinent to the Project being bid and, in close co-operation with
Construction, determining the tentative Contracting Plan for the Project.
Further, compiling the man-hour estimate for Contracting activities for the
Project;
· To set up the Contracting out structure on a Project;
· To lead the Contracting activities on the Project up to and including the
Completion of Construction activities;
3.2 SPECIFIC PROPOSAL PHASE ACTIVITIES
· Determine from the prospective Client\\\'s Invitation to Bid (ITB) what factors
need to be specifically addressed in Jacobs’ bid with respect to Contracting out
activities;
· Undertake whatever actions necessary to obtain data sufficient to address the
requirements of the ITB. This includes performance of area resource surveys,
obtaining indicative pricing information from Contractors, visits to the Project
location and contacts with authorities having jurisdiction over Contracting out
activities;
· Compiling written input to Jacobs’ proposal for review by the Proposal
Manager. This include both the man-hour estimate for Contracting activities
and a narrative describing Jacobs’ Project Execution procedure and strategy
for the Project;
· Participates in the Proposal Review Meeting as desired by the Proposal
Manager;
· Participates in Proposal presentation/clarification with the prospective Client
as desired by the Proposal manager;

· Acts as the focus for Prime Contract change management.
3.3 SPECIFIC STRATEGY ACTIVITIES
· Reviews the Prime Contract document for the Project and identify the
deletions, additions
and revision required to Jacobs’ standard General Terms for Contracting out;
· Present the proposed modifications to Jacobs’ standard General Terms for
Contracting out
in summary form to Jacobs’ legal department and pursue discussion through to
agreement
of the Project master for the General Terms;
· Compiles the Project Contracting Plan. This activity includes:
- Correct application of Jacobs’ standards, formats, procedures and
documents to the Project requirements;
- Proposed fit-up of the requirements of the Construction Execution Plan with
Engineering production in the form of a matrix of proposed Contracts;
- Specific Contracting out strategy required to meet the Project objectives.
· Compile the schedule for Contracting out activities on a Contract by Contract
basis;
· Compiles evaluation plans for:
- Identification of Contractors eligible for inclusion in the Project master
Bidders List;
- Qualification of Bidders for inclusion on Bidders\\\' list for individual Contract
packages.
3.4 SPECIFIC PRE-AWARD ACTIVITIES
\"Pre-award\" is used in this context as the activities which are performed in the
Home office, up to the award of individual Contracts.
· Sets up the Project, Home Office Contracting organisation including
requisitioning of staff, space and equipment;
· Carries end responsibility for the quality of Request for Proposal (RFP)
packages with respect to:
- Compliance with the Contracting Plan;
- Minimum scoping criteria with respect to Engineering Document Construction
Packages;
- Accuracy of Documents.
· Reviews proposal summaries for accuracy and ensures that Project objectives
are served by the award indicated on the summary;
· Reviews proposed award packages for accuracy and compliance with the
Contracting plan.(This includes the review of any notification of Jacobs’ intent
to award a Contract, in advance of the issue of the Contract package);

· Reviews all line reports about the Contracting out activities and performs
executive level reporting to the Project Manager;
3.5 SPECIFIC POST-AWARD ACTIVITIES
\"Post-award\" is used in this context as the activities which are performed between
the award of the Contract and its close-out consequent to satisfactory completion of
Work.
· Sets up the Project, Worksite Contracting organisation including
requisitioning of staff, space and equipment. Interviews local hire staff
candidates and submits hiring recommendations to Jacobs’ P&O
department within the constraints of the Construction
organisation;
· Performs instruction sessions to JACOBS supervisory staff and Contractors to
ensure a proper level of understanding of Jacobs’ work methods as they affect
Contracts;
· Facilitates the start of effective Contract Work by initiating and chairing a preconstruction
(pre-shop work) kick-off meeting;
· Performs pre-award activities for Contracts awarded from the Worksite;
· Assumes responsibility for insurance matters, including review of insurance
certificates from Contractors, maintenance of logs of Contractors\\\'
insurance and all activities consequent to incidents from which insurance
claims (may) accrue;
· Assumes responsibility for co-ordination of back charges accruing from work by
Contractors;
· Reviews all Amendments to Contracts prior to their signature by the applicable
authority;
· Directs resolution of Claims from Contractors, in close consultation with the
Construction Manager;
· Reviews all line reports concerning the financial Status of Contracts and
performs executive level reporting to the Construction Manager;
· Facilitates the process of Contractor Performance Evaluation during the
life of the Contract.
· Ensures that interfaces between the Contracting department and other
JACOBS and Client
departments at the Worksite are productive;
· Co-ordinates the Close out and demobilisation of the Contracting function from
the Project.

Requirements

4 AUTHORITY/RESPONSIBILITY
· Direct the Work Processes of Contracting out and post Award Contract
management on all Project packages;
· Raise requisitions for Contracting personnel;
· Issue Project Contracting Plan for approval;
· Issue Project master Bidders List for approval;
· Signature of all written correspondence to Contractors as well as the signature of
Minutes of meetings with Contractors;
· Signature of document transmittals to Contractors;
· Signature of Subcontractor Approvals;
· Signature of Contract Amendments;
· Approval and rejection of payment requests from Contractors, on the basis
of Contract compliance;
· Direct the method in which Contract documents and costs are reflected in
post award reporting;
· Observe HES rules and procedures at all times.
· Ensure a high standard of housekeeping in his/her work area and set examples
for HES to other employees.
· Reports hazards, accidents, property damage and substandard actions and
conditions. Participate in accident investigations.
5 CO-OPERATION AND COMMUNICATION
The Contracts Manager will, in the course of the satisfactory performance of his
duties, be required to maintain good relations with the following positions:

· Manager Contracts Division;

· Construction Superintendents;
· Project Control Manager;
· Quality Assurance Division Manager;
· Discipline Job Engineers;
· Contractors\\\' representatives;

6 JOB QUALIFICATIONS
6.1 EDUCATION
There is no recognised education dedicated to Contracts management. It is a
field of expertise in which, although it requires skills and knowledge in both
technical and commercial fields, the absence of a technical or commercial
qualifications should not necessarily exclude an individual for consideration. The
career profile of a successful Contracts operative may show qualification in a
specific field of expertise which will contribute to all-round management
capability. However, the emphasis in identifying Contracts Manager potential is
centred on the illustration of proven expertise. Formal qualifications which
indicate the suitability for Contracts manager may include:
· Degree level qualification in a technical discipline;
· Degree level qualification in business management or related field;
6.2 LANGUAGES
· Fluent in written and spoken English;
· Capable of reading and speaking Dutch fluently. Fluency in written
Dutch would enhance a Contracts Manager\\\'s efficacy;
· Fluency in spoken French/German and a working command of the written
languages would be an additional advantage.
6.3 EXPERTISE
· The ability to communicate effectively in writing;
· Able to cope with stress;
· The ability to convey arguments and propositions in personal relationships;
· Proven negotiation skills.
6.4 PROFESSIONAL KNOWLEDGE
· Ten years experience in Industrial Construction Business in a supervisory
position;
· Five years experience in a Contracting function at Senior level;
· Successful participation from conception to completion in at least five
major EPC projects, one of which should have been LSTK;
· Experience of at least three Construction Worksites for the duration of
Construction work.
