Job Description
Project title: CIUDAD Supporting Mechanism
Country: ENPI Region South and ENPI Region East
Duration: 880 working days over the period of implementation of the contract which is 48 months
Planned starting date: November 2009
Objective of the project
Overall objective: the CIUDAD programme aims at promoting mutual understanding, dialogue and cooperation between local actors in the EU and in the ENPI partner countries through the provision of capacity building for the modernization and strengthening of local and regional government.
Specific objectives: the specific objective of CIUDAD is the improvement of local and regional government capacities with regard to the use of good governance principles and in particular with regard to the achievement of sustainable, integrated and long-term urban development planning.
Requirements
Qualifications and skills:
-University degree or equivalent in applied urban sciences, management, government, public administration or other relevant field;
-Demonstrated ability to run high profile programmes and projects and to manage and motivate a multicultural team;
-Strong written communication skills as well as strong inter-personal and negotiation skills are essential;
-Fluency in English and French (oral and written) is essential; Good working knowledge of Arabic and/ or Russian would be an asset.
General professional experience:
-At least 10 years professional experience;
-At least 5 years of experience in leading international and/or EU co-operation project teams;
-At least 5 years of experience in local government development;
-Proven experience in Project Cycle Management and Logical Framework Analysis.
Specific professional experience:
-Strong planning and organisational skills, including team management;
-Professional experience in at least two ENPI countries is essential, experience in both Eastern and Southern ENPI countries is an asset;
-Professional experience in good governance issues;
-Proven ability to establish close relationships with national authorities at a high level, as well as a fruitful dialogue and cooperation with various stakeholders, including from the NGO community.
