The successful applicant will have to carry out the following main duties:
Manage the whole lifecycle of technical implementation projects in accordance with Europol project governance standards and project management methodology (adapted from Prince 2);
Scope and plan new projects in coordination with all stakeholders, and produce all relevant project management documentation;
Manage the required approval processes with the governance bodies of Europol, including the security accreditation process when applicable;
Interact with all relevant resource managers to ensure that resources are available for the execution of the project;
Handle the communication about the project to all internal and external stakeholders;
Scope, plan, allocate and monitor all project activities;
Identify and proactively address all dependencies, issues and risks affecting the project;
Regularly report about project progress status according to the defined procedures;
Drive procurement procedures for equipment and services in the scope of the project, in accordance with the Europol procurement rules, and liaising with all corporate functions concerned;
Manage the budget available to the project and undertake the necessary financial procedures, including reporting;
Take direct responsibility for the production of project deliverables within scope of technical competence when appropriate.
General requirements (Art. 24 of the Europol Staff Regulations)
The post holder should:
Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;
Have an excellent oral and written command of at least two official languages of the European Union, including English;
Have fulfilled any obligations imposed on him/her by the laws concerning military services;
Produce appropriate character references as to the suitability for the performance of the duties;
Be physically fit to perform the duties;
Possess a level of education that corresponds to completed university studies (minimum 4 years full time) attested by a diploma, referably in the Information Technology discipline.
b>Specific skills and competencies required for the post:
The post holder should have:
8 years or more of relevant IT experience, of which at least 3 as a technical project manager of ICT infrastructure projects;
Track record of successfully delivered complex infrastructure solutions with multiple stakeholders;
Experience with structured project management methodologies;
Experience in dealing with multiple sourcing models including internal software development, systems integration, and partially or totally outsourced development;
Experience in managing contractual relationships with ICT suppliers and service providers.
Work experience in a culturally diverse international environment;
Experience of work in a high security and highly regulated environment.
Good knowledge of project management methodologies, techniques, and common tools;
Working knowledge of Prince 2 methodology concepts;
Good planning and estimation skills;
Understanding of trends, drivers and segmentations in the ICT product and service market.
Excellent business English writing skills.
Knowledge of public procurement rules;
Working knowledge of the ITIL framework;
Knowledge of enterprise architecture frameworks (e.g. Zachmann, TOGAF).
Technical skills and competencies:
Broad technical competence of ICT infrastructure technology components, including data and voice networking, security technologies, server- and client-side computing, ICT operations management, data centre technologies, common application platforms (J2EE & .NET), web applications infrastructure;
General knowledge of software development methodologies;
Competence in content management technologies;
Knowledge of disaster recovery configurations;
Knowledge of backup/restore architectures;
Knowledge of server virtualisation;
Knowledge of terminal server/virtual desktop technologies.

Salary Scale: 6
The basic salary is Euros 5736,61
(Tax deductions and social contributions within Europol amount to approximately 20-25%)
In addition, when relevant, family allowances can be granted:
5% of the basic salary – household allowance;
EUR 284.20 (net) - per dependant child;
EUR 926,77 (net) – expatriation allowance
