Duties
The incumbent serves as the sole Voucher Examiner in the Financial Management Office (FMO), acting as the Designated Billing Office (DBO) representative, preparing complex and non-complex vouchers, including but not limited to transportation (air tickets), insurance, different purchases (i.e. furniture, office equipment and supplies, maintenance tools, etc.), military exercises, VIP visits, medical hospitalization, education, temporary quarters subsistence, ORE, representation, OBO contracts, Citibank invoices, fuel/gasoline payments, grants and other types of vouchers. Also prepares data analysis for fuel usage, lease payments, and utilities. The incumbent must be an expert on all these types of vouchers or be able to identify when her/his knowledge is not sufficient and be able to go to the appropriate reference source for the correct information. Provides back-up to the Class B Cashier in the section, deals with off-site financial service providers, and works with vendors on billing issues. The incumbent reports to the Financial Quality Control Assistant in the FMO section.
EXPERIENCE:
Minimum three years of progressively responsible experience in voucher examining, accounting, and related fiscal work.
JOB KNOWLEDGE:
A thorough knowledge is required of applicable sections of the FAM, GAO Decisions, SR, Joint Travel Regulations, and specific regulations and procedures of that/those U.S. Government agency/agencies for which voucher-examining services are performed.
EDUCATION REQUIREMENTS:
Two years of college, university or technical school studies in accounting, finance, business management or auditing is required.
LANGUAGE:
Level III (good working knowledge) English and Lithuanian are required. This will be tested
SKILLS AND ABILITIES: Ability to operate a PC and standard software. Excellent knowledge of Microsoft office programs (Access, Excel, Word, Internet environment). Precision with details and numbers. Good analytical skills are required.
