Overview

The Embassy of Ireland in Vilnius is seeking a highly motivated, enthusiastic and hardworking person with excellent communication, administrative, and interpersonal skills to fill a full-time Accounts, Consular, and Visa Officer position in our small team. The Accounts, Consular, and Visa Officer will also provide cover for other roles within the Embassy as and when required. This in-person / on-site role is based at the Embassy of Ireland, Gedimino pr. 1.

 

Responsibilities:

Accounts

  • Preparation of monthly Embassy accounts and mission VAT refund applications;
  • Accounts system administration;
  • Payment of Embassy invoices and liaison with service providers;
  • Review and report on operational budgets and expenditure, ensuring value for money and compliance with appropriate procedures and regulations. Take responsibility for procurement matters, including tendering and reviewing contracts where appropriate.

 

Consular and Visa

  • Managing and providing excellent public service at the Embassy's public office/reception;
  • Providing consular assistance to Irish citizens and their families, including in event of a crisis;
  • Responding to consular, visa, and other public queries received by the Embassy over telephone and email, working closely with the Consul;
  • Assisting in processing Foreign Birth Registrations, Certificats de Coutume and emergency travel documents;
  • Relationship management with local consular stakeholders (police, hospitals, etc.)
  • Researching and providing information on Lithuanian public services
  • Supporting the administration of document authentications
  • Taking receipt of, and processing, visa applications for travel to Ireland, including giving advice on the process to the applicant and liaising with HQ and the Department of Justice, Home Affairs and Migration, in Dublin on any issues including visa referrals;
  • Managing visa stock

 

Other

  • General administration duties relating to the consular, visa, and accounts functions held, e.g. filing, photocopying, scanning, handling telephone calls, dealing with e-mails etc.
  • Working closely with other Embassy team colleagues as appropriate.
  • Other duties which can be expected:o Occasionally sharing the emergency out-of-hours duty phone responsibilities and providing support to emergency out-of-hours consular caseso Providing cover for temporary absences by Embassy colleagues (e.g. annual leave)o Providing support at Embassy events, during and outside office hours

Essential Requirements:

  • Candidates must have a degree, preferably in relevant disciplines such as those related to accountancy or social work.
  • Be able to communicate effectively in English, Lithuanian, and Russian or Belarusian (a language test may be included as part of the shortlisting process).
  • Have a minimum of 5 years professional experience in a similar role.
  • At least one year of experience in using financial accounting software, e.g. SunSystems.
  • Excellent interpersonal skills, including team-working and the ability to deal effectively with people in external organisations.
  • Have proven ability to build relationships and maintain a network of contacts across relevant public and private sector bodies;
  • Have evidence of flexibility, efficiency, and effectiveness, showing strong organisational skills, attention to detail, ability to work under pressure, and manage multiple tasks.
  • Be solutions-oriented, and committed to delivering results, including by adapting approach if necessary.
  • Must have working knowledge of Microsoft Office Suite (Outlook, Word, Excel).
  • Have a permanent legal right to reside and work in Lithuania.

 

Desirable Competencies/Skills/Experience:

  • Experience working in a bilingual environment through multiple languages.
  • Knowledge of Irish or other European languages.
  • Familiarity with Lithuanian tax and SODRA systems.
  • Previous experience in a diplomatic mission and a knowledge of both Lithuania and Ireland.
  • Good knowledge of Lithuanian and Irish visa and migration processes.
  • Good knowledge of procurement and contract processes.
  • Good knowledge of the Lithuanian public administration system at different levels (national, regional & local).
  • Previous experience translating and proofreading documents.

Papildoma informacija

Terms and conditions of employment:

  • The successful candidates will be hired on a fixed-term contractual basis and will be based at the Embassy of Ireland in Vilnius.
  • Monday to Friday, 40 hours per week, with some out-of-hours work as outlined above.
  • Annual Leave entitlement 20 days per annum.
  • The salary for the position is €29,175.14 gross per annum, paid locally on a monthly basis. Salaries are paid direct to a bank account, therefore, the successful candidate must have a bank account.

Selection Process:

  • Depending on the number of applications received, a short-listing of candidates to be called for a competency-based interview may be undertaken based on the Essential/Key Requirements above.
  • It is planned that interviews will be held before the end of January 2026.
  • A skills test may be included in the recruitment process.
  • A second interview may be included in the recruitment process; and
  • A panel may be set up depending on the calibre of candidates.

Security Clearance:

Police security clearance will be sought in respect of individuals who come under consideration for appointment. Enquiries may also be made with the police force of any country in which the applicant under consideration for appointment resided. If unsuccessful, this information will be destroyed. If the applicant subsequently comes under consideration for another position, they will be required to supply this information again.
