The Strategic Public Engagement Specialist is based in the Belarus Affairs Unit at the U.S. Embassy of Vilnius. Serves as the Public Diplomacy (PD) Section's chief advisor on cross-cutting public engagement. Coordinates closely across the PD Section and the broader Mission to ensure that PD tools and resources are effective in advancing Mission goals among priority audiences. Directs and oversees audience analysis research, identifies engagement opportunities, and uses data-driven analyses to inform, target, and drive PD public engagement in support of U.S. policy priorities. Uses data analysis tools (e.g., data mining, analytics, modeling, trend analysis, and visualization) to shape PD programs and campaigns (e.g., educational opportunities, exchange programs, social media outreach, press interviews) in support of U.S. policy priorities. As the lead monitoring and evaluation (M&E) specialist for the PD Section, advises the PD Section on how to monitor and evaluate PD programs and campaigns and how to use M&E results to shape future engagements. Advises the Public Affairs Officer on the effective use of human, financial, and program resources to reach new PD audiences.

Education Requirements:
A university degree in Communications, Business, Marketing, Sociology, Journalism, International Relations, or local equivalent is required.
