Job Description

As Compliance Assurance Manager you will design and run our compliance assurance programme across all three Vinted Pay entities. You will test whether the controls we rely on to meet our regulatory obligations are properly designed and actually working - in Lithuania, Luxembourg and the United Kingdom.

You will report to the Head of Compliance in Lithuania and work closely with the compliance functions of the Luxembourg and UK entities. This is a second line of defence role: you test controls, you do not own or operate them, and you reach your conclusions independently of the functions you review. The position has no direct reports, so you will build the methodology and the working papers yourself.

  • Build and maintain a risk-based assurance universe and an annual assurance plan covering Vinted Pay in Lithuania, Luxembourg and the United Kingdom, and agree it with the Head of Compliance.
  • Run assurance reviews and control testing - design and operating effectiveness, walkthroughs, sampling and evidence collection - and document each review so that it stands up to internal audit, external audit and supervisory review.
  • Keep one consistent assurance methodology across the three entities, while reflecting what the Bank of Lithuania, the CSSF and the FCA each expect and the differences between the three licences.
  • Rate findings, agree remediation actions, owners and deadlines with the first line, and track them through to closure.
  • Escalate material compliance breaches, significant control failures and possible regulatory reporting obligations to the Head of Compliance without delay.
  • Prepare assurance reporting for the Head of Compliance, the Management Board and the governing bodies of the Luxembourg and UK entities - plan status, key findings, recurring themes and overdue actions.
  • Run thematic and ad hoc reviews triggered by incidents, regulatory change, complaints trends or supervisory feedback.
  • Provide assurance over compliance-relevant outsourcing and intra-group arrangements, checking that the agreed controls and service levels operate as described.
  • Bring the assurance perspective into the New Product Approval Process, identifying which controls will need testing once something goes live.
  • Maintain the central register of assurance findings and remediation actions for the three entities, and support the Head of Compliance in regulatory inspections, internal audits and external reviews.

Requirements

  • Have solid experience in compliance assurance, compliance monitoring, internal audit or another second or third line control function within a regulated financial institution.
  • Demonstrate ability to design risk-based assurance or monitoring plans, test controls, and document findings to an auditable standard.
  • Have strong working knowledge of the Lithuanian and EU rules that apply to electronic money and payment institutions - including the Law on Electronic Money and Electronic Money Institutions, the Law on Payments, PSD2, AML/CTF legislation and the related EBA guidelines.
  • Familiar with the Luxembourg (CSSF) and United Kingdom (FCA) frameworks for payment and electronic money institutions, or able to get up to speed with them quickly.
  • Clear on the three lines of defence model, and on where compliance assurance ends and internal audit begins.
  • Able to present findings plainly and to challenge people of any seniority constructively, without making it personal.
  • Careful with detail, evidence and sampling, and able to run several reviews in parallel without losing track of any of them.
  • Have high ethical standards, integrity and professional scepticism.
  • Excellent written and spoken English.
  • A degree in law, finance, business administration, audit or a related field.

  • Advantage: experience in a cross-border group with more than one regulated entity.
  • Advantage: ICA, CAMS, CIA or CISA certification.
  • Advantage: command of Lithuanian.
